Objectives list order doesn't stick when reordering by drag and drop

Bug: When I drag a Weekly Objective to a new position in the Objectives panel, the order doesn't hold. Moving one objective intermittently makes others jump to different positions, so I can't keep a stable, manual priority order. This happens with about 30 objectives that run across many weeks.
Expected: the order I set by drag and drop persists, including in later weeks the objective extends into.
